According to the General Department of  Customs, the state budget revenue in the first 6 months this year estimates at 100,300 billion dong, accounting for 55.5% of the plan (100,300/180,700 billion) and 51% of the targeted figure (100,300/195,000 billion), up about 15.6% (100,300/86,791 billion) over the same period in 2010.

The increase of 13,509 billion over the same period was attributed to various reasons, including the impact by import and export turnover, recovering of tax arrears in May, influence by exchange rate management policy. In addition, it was due to the impact of various policies of the Government, ministries and branches to limit trade deficit, such as Resolutions No. 02/NQ-CP dated 9 January 2011 and No. 11/NQ-CP dated 24February 2011 of the Government on measures to control inflation, stabilize macroeconomic, ensure social security; the Decision No. 1380/QD-BCT dated 25 March 2011 of the Ministry of Industry and Commerce on issuing a list of items that are not encouraged to import; the State Bank’s policy to tighten the sale of foreign currencies to import and export business; the Notice No. 197/TB-BCT dated 06 May 2011 of the Ministry of Trade and Commerce providing that imported items including mobile phones, cosmetics and wine shall not be cleared at other international gates and airports than at Hai Phong, Ho Chi Minh City and Da Nang gates. On the other hand, the Circular 20/2011/TT-BCT dated 12 May 2011 by the Ministry of Industry and Commerce providing additional imports of passenger cars from 09 seats and less also affected imports turnover of automobile, contributing to the rise of state budget revenue.
