Implementing the MoU on Cooperation between the Ministry of Finance of Vietnam and the Ministry of Finance and Prices of Cuba, Deputy Minister Nguyen Huu Chi led the delegation of the Ministry of Finance of Vietnam to visit the Ministry of Finance and Price of Cuba from 2-7 December 2014. Ms. Lina Olinda Pedraza Rodiguez, Secretary of Central Communist Party and Minister of Finance and Prices of Cuba, as well as leaders of the Ministry warmly welcomed the delegation.

The delegation of Ministry of Finance of Vietnam included representatives from Department of Debt Management and External Finance, Department of State Budget, Department of International Cooperation and General Department of State Reserves. Ambassador Extraordinary and Plenipotentiary of Vietnam to Cuba H.E. Mr. Duong Minh also joined the main activities of the delegation.

In the meeting with the delegation from Vietnam, Minister Lina Olinda Pedraza Rodriguez highly appreciated the cooperative relationship with the Ministry of Finance of Vietnam – which had gone beyond professional relationship and become a valuable tradition between the two countries.

Minister Lina Olinda Pedraza Rodriguez noted that the Ministry of Finance and Prices of Cuba had been implementing new socio-economic strategy in accordance with the Resolution of the 6th Congress of Communist Party of Cuba. In the coming time, Cuba focused on solving the issues of dual pricing, dual currency, enhancing productivity, especially in agriculture, developing tourism and foreign country related activities, and increasing export medical products. In 2014, Cuba approved new Investment Law, established export processing zones, built container harbor to support export – import and transit of commodities. After 3 years of implementing the Resolution, Cuba has gained remarkable achievements. However, there are still challenges which pressure Cuba to make more efforts.

Minister Lina Olinda Pedraza Rodriguez thanked the Ministry of Finance of Vietnam for delivering 5000 tons of rice as a gift from Vietnamese Communist Party, Government and People to the people of Cuba. The rice was a meaningful gift when Cuba still faced many difficulties. Regarding the cooperation between the two Ministries, Minister Lina Olinda Pedraza Rodriguez emphasized that the Ministry of Finance and Prices of Cuba would continue to implement cooperation activities and send a delegation to Vietnam in the following year.

Deputy Minister Nguyen Huu Chi thanked Minister Lina Olinda Pedraza Rodriguez and the Ministry of Finance and Prices of Cuba for the warm welcome extended to the Vietnamese delegation. Deputy Minister Nguyen Huu Chi highly appreciated the cooperation program between the two Ministries of Vietnam and Cuba. On behalf of the Ministry of Finance of Vietnam, Deputy Minister Nguyen Huu Chi once again invited Minister Lina Olinda Pedraza Rodriguez to Vietnam to enhance the cooperation and sign the MoU for next period. Minister Lina Olinda Pedraza Rodriguez gladly accepted the invitation.

The delegation of the Ministry of Finance of Vietnam spent most of the time discussing with Ministry of Finance and Prices of Cuba about Vietnam’s experiences on public debt management, government bond market and bond tenors, as well as state budget management issues. Representatives of Ministry of Finance and Prices of Cuba appreciated the experiences of Vietnam in financial management. There were many questions raised in the meetings and all were clearly explained with detailed demonstration and comparison with each phase of economic development.

On the occasion of the visit, Deputy Minister Nguyen Huu Chi and the delegation attended the Signing ceremony for the receipt of 5000 tons of rice as a gift from Vietnamese Communist Party, Government and People to the people of Cuba in the afternoon of 5 December 2014. The Ministry of Finance of Vietnam successfully delivered the rice to Mariel Habor of Cuba. Representatives of the Ministry of Domestic Trade of Cuba received the rice and signed the receipt documents with the General Department of State Reserves of Vietnam. Speaking at the ceremony, Deputy Minister of Domestic Trade of Cuba thanked the Communist Party, the Government and the People of Vietnam for the valuable friendship and support for Cuba. Deputy Minister Nguyen Huu Chi thanked the Ministry of Domestic Trade, Ministry of Finance and Prices, the Embassy and related agencies of Cuba for their close coordination to transport and deliver the rice according to direction of Prime Minister of Vietnam. Deputy Minister Nguyen Huu Chi expected the friendship between Vietnam and Cuba to always be nutured and developed.

The delegation successfully completed the visit in Cuba and returned to Vietnam on 7 December 2014.
