Despite difficulties posed by the Covid-19 pandemic, the Ministry of Finance of Viet Nam has made efforts to coordinate with donors to implement nine technical assistance projects using ODA grants in 2021. These projects have helped the Ministry of Finance in implementing public finance reforms and achieved certain outcomes in that field.

These projects have helped the Ministry of Finance in implementing public finance reforms and achieved certain outcomes in that field.
In 2021, the Ministry of Finance implemented nine technical assistance projects/programs using ODA grants from foreign donors, namely “Project for Capacity Building on Improving Fairness and Transparency of Vietnamese Equity Market” (sponsored by JICA), “Public Finance for Children” (funded by UNICEF), “Trade Facilitation Program” (sponsored by USAID), “The Capacity Building in the Financial Sector – VIE/032 project” (funded by Luxembourg), “Public Financial Management Analytical and Advisory Assistance (AAA) Program” (financed by SECO and DFATD through a trust fund managed by the WB), “Tax Administration Modernization Project” (via PHRD Fund, a trust fund supported by the Government of Japan and managed by the World Bank Group), “Component Green Fiscal for sustainable and inclusive growth” of the Macroeconomic Reforms/ Green growth in Viet Nam” (funded by the German Government through GIZ), “Improving tax administration efficiency through international experience” (funded by JICA), "Strengthening the capacity of the Department of Accounting and Auditing Regulations to promote the application of international financial reporting standards (IFRS) to Viet Nam" (funded by JICA).
Regarding the ODA disbursements, the Ministry of Finance disbursed about 155 billion dong in 2021 and more than 547 billion dong accumulated since the beginning of these projects.
In terms of operations, despite being heavily affected by the Covid-19 pandemic, the projects still implemented their annual plans approved, which helps to support the Ministry of Finance in implementing its fundamental reform tasks of public financial management, especially in budget management, taxation, customs, public debt management, corporate financial management, accounting and auditing management, price management, financial market management.
