The project "Public Finance for Children", referred to as PF4C Project, is funded by the United Nations Children's Fund (UNICEF). The governing agency is the Ministry of Finance and the project owner is the National Institute for Finance.
The project "Public Finance for Children", referred to as PF4C Project, is funded by the United Nations International Children's Emergency Fund (UNICEF). The governing agency is the Ministry of Finance and the project owner is the National Institute for Finance.
The PF4C Project was implemented from 2017 to 2021. In the context of the Covid-19 pandemic, the Project faced many difficulties in implementing its activities. However, the National Institute for Finance and the beneficiaries of the Ministry have made efforts to carry out activities in the 2021 work plan approved by the competent authorities. Currently, the PF4C Project has prepared to close the project in accordance with the laws of Viet Nam and the Donor.
Regarding project disbursement, the PF4C Project has disbursed more than VND 1.18 billion in ODA capital and VND 387 million in reciprocal capital in 2021.
In terms of project operation, in 2021, the Project has achieved the following main results:
- Organizing a seminar to consult experts and scientists on the draft Financial Strategy for the 2021-2030 period and organizing a seminar on Breakthroughs and solutions for implementing the Financial Strategy for the 2021-2030 period.
- Developing a research report on the implementation of tools for budget monitoring, expenditure allocation to children in selected ministries, branches and localities in several fields such as education, health, and social protection.
- Assessing the impact of the Covid-19 pandemic on state budget revenues and expenditures and securing the state budget for the health sector.
- Preparing an annual report on state budget allocation for children.
