That is the topic of the Conference - Exhibition on Digital Finance in State Budget Management (Vietnam Digital Finance 2022- VDF 2022) co-organized by the Department of Financial Informatics and Statistics and the National Institute for Finance (Ministry of Finance), the World Bank (WB), IEC Group on November 17, 2022 in Hanoi. Vietnam Digital Finance Conference - Exhibition is organized annually by the Department of Financial Informatics and Statistics in collaboration with the National Institute for Finance from 2011, aims to create a discussion forum for state financial – budgetary managers, policy makers and information technology experts.

The Vietnam Digital Finance Conference – Exhibition 2022 is held after a discontinuity from 2019 to 2021 due to complicated developments of the Covid-19 pandemic.

Promoting digital transformation which aims to building digital government, digital economy, digital society and digital citizen has been closely directed by the Party, State, Government and Prime Minister in various documents, including: Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of policies and guidelines for active participation in the fourth industrial revolution; Resolution No. 50/NQ-CP dated April 17, 2020 of the Government promulgating the Action Program to implement Resolution 52-NQ/TW dated September 27, 2019 of the Politburo; Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister on the National Digital Transformation Program...

Accordingly, the Finance sector has also accelerated the application of digital transformation in financial and budgetary management through the signing of Decision No. 1484/QD-BTC by the Minister of Finance on July 27, 2022 on issuing the Financial Digital Transformation Plan by 2025, with orientation to 2030 (replacing the Decision No. 1874/QD-BTC dated November 27, 2020 on the Finance Ministry’s Action Plan to implement the Decision No. 749/QD-TTg dated June 3, 2020 on the National Digital Transformation Program by 2025 with orientation to 2030).

In particular, according to Report on Ministerial and Provincial Digital Transformation Index 2021 announced by the Ministry of Information and Communications at the 3rd meeting of the National Committee on Digital Transformation on August 8, 2022, the Ministry of Finance keeps first ranking among the ministries providing public services... This is also the second consecutive year (2020-2021), the Ministry of Finance takes leading position in digital transformation.

In order to maintain gained achievements and realize the goals of digital transformation in financial and budgetary field, the Ministry of Finance needs further promoting digital transformation in organization, operation, management and performance of professional tasks in digital environment to serve people and businesses in accordance with the Government's digital transformation roadmap, facilitating people and businesses, helping people and businesses to further participate in activities of the Ministry of Finance to jointly create social values, benefits, satisfaction, trust and consensus.

Therefore, the VDF 2022 Conference - Exhibition themed "Embracing IT Modernization to Accelerate Digital Transformation in Financial Sector" has been held with the desire to create a discussion forum for state financial – budgetary managers, policy makers and information technology experts, as well as helping the public to have thorough grasp on latest achievements in digital transformation, especially digital transformation in financial field. The Conference - Exhibition was sponsored by IT corporations and the Public finance management analysis and assistance program (AAA program) of the Swiss Federal Economic Service (SECO) and Global Affairs Canada (GAC) co-financed and entrusted through the World Bank.

The Conference - Exhibition focused on the following contents: Financial digital transformation plan by 2025, vision to 2030; Current digital transformation in a number of financial fields and future orientation; Experiences in developing digital finance and lessons for Vietnam; Difficulties, challenges and solutions to promote financial digital transformation.

The Conference - Exhibition VDF 2022 spent whole day of November 17, 2022 for experts and managers to exchange and discuss on achievements, results and experiences in digital transformation, especially digital transformation in the financial sector.

The Conference includes 2 main sessions:

The Plenary Session (taken place in the morning) consists of following contents: Opening remarks by Leader of Finance Ministry, Speech by Leader of the Central Economic Committee, Welcome Speech by Leader of World Bank in Vietnam; Keynote presentations on Financial Strategy to 2030 and breakthroughs in digital transformation; The Financial digital transformation plan by 2025 and vision to 2030; and Exchanging experiences from domestic and foreign consultants on: Building a digital finance platform based on big data and artificial intelligence, Experiences in public finance digital transformation in Indonesia and Korea, Experiences in applying RPA (Robotic Process Automation) in Finance Ministries of other countries and Recommendations for the Finance Ministry of Vietnam.

The Symposium Session (taken place in the afternoon) consists of two topics. Topic 1: State Budget Management Reform and Modernization, with presentations on: Development strategies towards Digital Treasury; Public digital transformation for a cashless Vietnam; Early detection and prevention of financial data leaking risks in digital transformation period; Application of artificial intelligence in finance and the perspective of regulatory agencies in the Asia Pacific region; Application of blockchain in state budget revenue management. Topic 2: Digital transformation in taxation and customs focusing on people and businesses, with following contents: Strategic orientations for digital transformation of taxation IT systems by 2025, vision to 2030; Digitization Journey & Datalake Architecture – Case study in taxation field; Results of digital transformation implementation of the General Department of Customs; Building open data system and integrating data for digital transformation of taxation and customs fields; Improving the risk management capacity of the Vietnam Customs.

In addition to the Conference, VDF 2022 Exhibition offered booths for domestic and foreign enterprises to introduce the latest achievements in digital transformation, especially digital transformation in the financial sector.
