There are still 437 online public services that have not been fully implemented, the Ministry of Finance said that: Due to the actual procedures for checking records, and reality verifying receipts at enterprises; procedures must require inspection, actual appraisal at the enterprises, post-clearance inspection at the enterprise, so cannot be carried out the full-online public services. In addition, in the process of handling administrative procedures, a number of work-handling steps are still rotated in paper form (a written request for opinions from units in the ministry, enclosed with records of enterprises, individuals, organizations, etc.). ). Paper documents, original documents with a red seal such as agreement, and donor's approval... original documents, request for hand signature, red seal, including payment receipts, involve many agencies, organizations, individuals, and donors... and have approval levels of different competent authorities. Due to the decision to publish the newly issued, amended, and replaced administrative procedures, the legal documents have not been completed to transfer to the full-online public service...

On June 24, 2022, the Government issued Decree No. 42/2022/ND-CP stipulating the provision of online public information and services by State agencies in the network environment. Accordingly, there are only 2 levels of online public service provision from August 15, 2022. Specifically, Clause 1, Article 11 of Decree 42/2022/ND-CP stipulates that state agencies provide online public services at two levels, including Full-online public service: A service that ensures the provision of all information about administrative procedures, the implementation, and settlement of administrative procedures are done in the network environment. The return of results is done online or through the public postal service.

The remaining level is partial-online public service: An online public service that does not meet the conditions specified above. State agencies apply information technology and digital technology to the maximum in the process of providing and processing online public services in the network environment, except for the cases where service-using organizations and individuals must be present at the agencies or state agencies must inspect and verify at the scene according to the provisions of law. Decree 42/2022/ND-CP takes effect on August 15, 2022, and replaces Decree 43/2011/ND-CP dated June 13, 2011.
