The Ministry of Finance has made efforts to coordinate with donors to implement seven technical assistance projects using ODA grants in the first six months of 2022. These projects have helped the Ministry of Finance in implementing public finance reforms and have achieved specific outcomes.
In the first six months of 2022, the Ministry of Finance implemented seven technical assistance projects using grants from foreign donors, namely “Project for Capacity Building on Improving Fairness and Transparency of Vietnamese Equity Market” (sponsored by JICA), “Tax Administration Modernization Project” (via PHRD Fund, a trust fund supported by the Government of Japan and managed by the World Bank Group), “Trade Facilitation Program” (funded by USAID), “Component Green Fiscal for sustainable and inclusive growth” of the Macroeconomic Reforms/ Green growth in Viet Nam” (funded by the German Government through GIZ), “Improving tax administration efficiency through international experience” (funded by JICA), "Strengthening the capacity of the Department of Accounting and Auditing Regulations to promote the application of international financial reporting standards (IFRS) to Viet Nam" (funded by JICA), and Component 1 Project “Strengthen Management of Public Finances on a Medium Term Basis” of the Programme “Enhancing Economic Governance Programme in Viet Nam” (funded by the European Union and the German Government through GIZ).
Regarding disbursements, the Ministry of Finance disbursed about 51.6 billion-dong ODA grants and 1.9 billion-dong counterpart fund in the first six months of 2022, which make up the total of 473.3 billion-dong ODA grants and 9 billion-dong counterpart fund accumulated since the beginning of these projects.
Regarding operational results, despite the continuing effects of the Covid-19 pandemic in the first months of 2022 on the economy, project activities were still implemented as planned, which contributes to supporting the Ministry of Finance in implementing its main reform tasks of public financial management, especially in budget management, tax, customs, accounting and auditing management, price management, and financial market management.
