Implementing the Scheme for Application of population data, e-identification and e-authentication to national digital transformation in 2022 - 2025 period, with vision by 2030 (Scheme 06) (issued together with Decision No. 06/QD-TTg dated January 06, 2022 of the Prime Minister), the Ministry of Finance has, in 11 months of 2022, obtained certain results.
The Ministry of Finance has issued Circular No. 48/2022/TT-BTC dated August 3, 2022 stipulating the rate, collection, payment, management, and use of fees for extracting and using information in the National population database. The Ministry of Finance has developed a draft circular stipulating the rate, collection, payment and management of residence registration fees and sent it to ministries, branches and localities for comments in Official Dispatch No. 9296/BTC-CST September 15, 2022. The Ministry of Finance has developed a draft circular stipulating the form and time limit for collection, payment and declaration of fees and charges within the jurisdiction of the Ministry of Finance. The draft circular supplements regulation on forms of fee and charge payment (including transfer via accounts of fee-collecting organizations opened at commercial banks). The draft is being consulted by units in the Ministry.
According to the Ministry of Finance, the national financial database includes 12 specialized databases, of which 09 have been completed and 03 are in progress. On April 7, 2022, the Ministry of Finance issued Official Letter No. 3170/BTC-THKH to the Ministry of Public Security on reviewing and evaluating data for connection and synchronization into the national population database. On April 28, 2022, the Ministry of Finance had a meeting with the Ministry of Public Security (the Police Department for Administrative Management of Social Order - C06) to review the national population databases. As reviewing result, there is no related database to connect to the citizen identification number, except the taxation database.
As of November 3, 2022, the General Department of Taxation has received 1,939 documents of initial tax registration and 1,823 documents of changes in tax registration information of non-business individuals through the National Public Service Portal. The General Department of Taxation has coordinated with the Department of Administrative Management of Social Order (C06) - Ministry of Public Security to further deploy 02 services as a basis for reviewing and standardizing tax registration information for the purpose of using personal identification number as tax identification number. The two parties have implemented such services on testing environment and then officially implemented on deploying environment.
With using above 02 services, the General Department of Taxation has met requirements of the assigned tasks as specified in Project 06/QD-TTg dated January 6, 2022 and Decision No. 107/QD-BTC dated January 28/ 2022 of the Ministry of Finance. However, in order to “use personal identification numbers, upon granted to entire population, as tax identification numbers” as stipulated in the Law on Tax Administration No. 38/2019/QH14 and the request of the Ministry of Public Security, the General Department of Taxation shall review and standardize tax registration data of about 74 million individual tax identification numbers in the taxation specialized database (being individuals grated with tax identification numbers from 1998 so far according to personal documents including ID card, citizen identification cards, passports), serving for the conversion from personal identification numbers to tax identification numbers in tax administrative procedures implemented by taxpayers and tax administration by taxation authorities.
Therefore, the General Department of Taxation shall implement 05 services that have been successfully tested and deployed with the Ministry of Public Security (and including the two services mentioned above) with requirements on query of large transactions number from national population database for a certain period in order to make plan on reviewing, standardizing and converting taxpayers' data in the coming time. The services include: Personal identification numbers and identity cards confirmation service: tax authorities send citizen identification information, identity card, full name and receive feedback of correct and incorrect information; Citizen information sharing service: tax authorities send citizen identification card number or people identity card number, full name, date of birth and receive 20 fields of personal information extracted from national population database for input in tax registration criteria; Household information confirmation service: tax authorities send information about household head identification number, full name, date of birth, member information and receive feedback of correct or incorrect information; Personal identification number suggestion service: the General Department of Taxation sends information about the identity card number, full name, date of birth, gender to receive feedback on the existence or non-existence of individual and attaches the personal identification number or citizen identification number in case of existing; Personal identification number suggestion service (without identity card number), the General Department of Taxation sends information about full name, date of birth, gender, permanent address...
The General Department of Taxation has currently provided services to related organizations and individuals (through various forms on Portal of the General Department of Taxation, the National Public Service Portal, E-Tax mobile application on mobile devices) to help taxpayers easily and conveniently searching all information related to their tax obligations as well as support taxpayers to easily pay their tax and financial obligations with tax authorities. Accordingly, the General Department of Taxation is implementing 20 services of providing and sharing data for budget collection coordination, including 4 services providing tax registration and tax obligations information, specifically: Searching tax registration information by identity card: querying by identity card number, citizen identification card number, passport number to look up tax registration information including: tax identification number, name of taxpayer, status, date of tax identification number registration...; Searching tax registration information by tax identification number; Searching tax collection and payment information by tax identification number; Searching registration fee information.
The General Department of Taxation has requested the Ministry of Public Security to survey and study documents and information provided by the General Department of Taxation with regard to services that the General Department of Taxation is exchanging with other relevant state agencies in state budget collection coordination, tax administration coordination as well as current regulations on tax administration in order to propose specific information contents for enriching population data. On that basis, the Ministry of Public Security shall coordinate with the Ministry of Finance to report to the Government for approval of specific tasks and plans as a basis for implementation.
To implementing data connection, integration, sharing and synchronization with the National Public Service Portal for online payment of financial obligations in settlement of administrative procedures and public services; reviewing and allocating regulations on organization of data connection and sharing to ensure the reconciliation and refund of fees and charges for performing administrative procedures on the National Public Service Portal for citizens and businesses, the State Treasury (Ministry of Finance) has coordinated with the Administrative Procedures Control Department (Government Office) and units under the Ministry of Public Security to discuss and agree on procedures of fee and charge refund, as well as roadmap to develop and complete the fees and charges refund application on the National Public Service Portal, as follows: In case of refund of fees and charges from a deposit account or an account of temporary collection waiting for payment to the state budget opened by collection agency at the treasury (using payment order form): The decision-making unit implements on the treasury's online public service system (integrated on the National Public Service Portal). However, as units of the Ministry of Public Security have not participated in the state treasury’s online public service system, the state treasury has researched, analyzed and adjusted online public service system for preparation and approval of payment order on the treasury’s online public service system... As of November 6, 2022, there were 127 refund orders from accounts of temporary collection waiting for payment to the state budget on the National Public Service Portal. Up to now, there are 416 district police agencies having completed the account registration process on the online public service system. In case of refund of fees and charges from the state budget (using the refund order form): In the immediate future, the Administrative Procedures Control Department (Government Office) will support the by allowing refund decision-making authorities to issue/approve refund orders through the National Public Service Portal and send it to the treasury for implementation. In the long term, the Treasury will build public service on refund of budget revenues for refund decision-making authorities to conduct on the State treasury’s online public service system (expected to be completed in the third quarter of 2023).
On May 30, 2022, the State Treasury provided guidelines on content structure of transfer order form and procedures of state budget revenue collection by collection receipt.
On August 3, 2022, the Ministry of Finance issued Circular No. 48/2022/TT-BTC stipulating the collection rate, regime of collection, payment, management and use of fees for exploitation and use of information on National population database.
For the connection to the national population database, the Ministry of Finance shall review and standardize data on individual's tax identification number information available on taxation authority's database; identify tax administration cases for new citizen identification numbers in order to use for replacing tax identification numbers. The Ministry of Finance has proposed the Ministry of Public Security to have a plan to proactively provide to the Ministry of Finance the information on citizen data related to tax administration, such as information on dead or missing citizens for tax authorities to carry out procedures for closing tax identification numbers, information on newly-issued personal identification numbers for the General Department of Taxation to consider and put under tax administration, for example, determining the level of family deduction for new born babies in personal tax calculation, information on relatives for the General Department of Taxation to make administrative decisions on tax exemption, tax reduction applicable to transferring transactions between/among family members...
