In 2022, the State Treasury system (State Treasury) has comprehensively implemented the tasks of public administrative reform and administrative procedures control as planned.
Specifically, the State Treasury has continued researching and developing new mechanisms, policies, and professional processes, or amend and supplement thereof towards simplifying, facilitating transaction units; providing 100% of the state treasury’s online public services at level 4 and integrating into the National Public Service Portal; studying organizational reform and improving the quality of civil servants, public employees and employees in the State Treasury system; implementing the Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government amending and supplementing the Decree No. 61/2018/ND-CP dated April 23, 2018 on the implementation of one-stop shop mechanism in handling administrative procedures; implementing the action plan of the Ministry of Finance to implement the Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister approving the set of indicators for directing, operating and assessing the quality of service to the people and enterprises in implementation of administrative procedures and public services in real time in electronic environment; maintaining the quality management system according to ISO 9001:2015; surveying and assessing the satisfaction level of individuals and organizations with the service of the State Treasury system, the results reached 94.5%.

With achieved results in public administration reform, the State Treasury ranked second in term of public administration reform performance among General Departments in 2021, as assessed by the Ministry of Finance.
The State Treasury continues to promote IT projects implementation to modernize the State Treasury's professional activities in accordance with the State Treasury Development Strategy to 2030 and the Plan on IT application in State Treasury activities in 2021-2025 period; strengthen IT application to improve operational efficiency and quality of services to budget-using units, focusing on the following projects: Project on TABMIS upgrading and applications forming the digital budgeting and accounting system; investment expenditure management and control program; investment report mastering program; bilateral investment payment program with addition of centralized electronic inter-bank payment service; interconnection among online public services system, TABMIS and electronic payment with commercial banks; utilities to search data from public services for inspection and testing...
The State Treasury shall keep online public services operating stably and smoothly, serving 100% (about 97,000) of budget-using units subject to use online public services; state budget expenditure transactions done through online public services accounts for 99.6% of total transaction, average transaction volume is from 100,000 to 150,000 transactions per normal day, from 150,000 to 200,000 transactions in rush days at month beginning and ending, from 400,000 to 500,000 transactions in rush days at year beginning and ending. In addition, the State Treasury, within competence, has issued regulations on standards for connecting and integrating application software of agencies and organizations into the State Treasury's public service system as a basis for connection with accounting systems of budget-using units in order to exchange state budget expenditure data and state budget expenditure records, thereby improving the quality of service provision for budget-using units. By end of November 30, 2022, more than 20,000 budget-using units have connected to the system.
In 2023, the State Treasury will continue implementing the tasks of the public administration reform plan in 2021-2025 period synchronously in all fields of institutional reform, administrative procedure reform, state administrative apparatus organizational reform, working regime reform, public finance reform and administrative modernization; Completing mechanisms and policies on management of budget collection and expenditure towards simplifying administrative procedures, publicity and transparency; Closely linking the reform of mechanisms, policies, and professional processes with the enhancement of IT application; Deploying digitization and sharing of data on administrative procedures records on the national database; Deploying e-portal serving for salary payment, automatic payment of electricity, water consumption and telecommunications through online public service system, adding utilities to support users; Conducting surveys and assessment on satisfaction level of individuals and organizations to service quality of each State Treasury unit in the entire system; Organizing the announcement, publicity, update and list of administrative procedures in state treasury field; Strengthening guidance, explanation and provision of information on administrative procedures for individuals and organizations having transactions with the State Treasury to conveniently implement administrative procedures.
The State Treasury shall focus on implementing and completing State Treasury IT system modernization projects on schedule, specifically: Submitting to the Ministry of Finance for approval the Project on TABMIS upgrading and applications forming the digital budgeting and accounting system; Upgrading public service system and with addition of internet data exchange gateway with electricity, water, and telecommunications providers; Formulating and implementing the exchange of capital construction investment expenditures data; Upgrading the state accounting system; Out-sourcing information system security monitoring services; Out-sourcing the State Treasury data center; Implementing program of the State Treasury’s direction and administration program; Implementing projects on safety and security, system administration, IT technical assurance of the State Treasury.
