On the morning of December 28, in Hanoi, the National Digital Transformation Department (Ministry of Information and Communications) collaborated with the Vietnam Digital Media Association to hold a ceremony to honor ministries, ministerial-level agencies, provinces, and centrally-run cities, and enterprises with public services that attract the widest participation of people and enterprises. At the honoring ceremony, the Ministry of Finance was awarded a medal honoring one of the ministries and branches whose public services attract the wide participation of people and enterprises.

In 2022, the Ministry of Finance actively implemented reform of administrative procedures and achieved outstanding results, including some highlights: 100% of the administrative procedures of the Ministry of Finance are eligible according to the regulations of the law and are provided in the form of a full-online public service. 100% of the online public services of the Ministry of Finance are designed and redesigned to optimize the user experience. When users use the services, they are pre-filled with data that users have previously provided under the agreement, in accordance with service quality standards.

100% of the public service portal of the Ministry of Finance supports people and enterprises to interact conveniently and online with state agencies in state management activities and provide services based on digital technology platforms. 100% of enterprises, organizations, and individuals in the case of using invoices are applying regulations on e-invoices.

In 2022, the rate of online applications reaches 97.4%.

The Ministry of Finance is one of the first ministries and branches to issue documents orienting the research and implementation of digital transformation. For many consecutive years, the Ministry of Finance has always led in the ranking of the readiness index for information and communication technology development and application (Vietnam ICT Index); for two consecutive years (2020, 2021) the Ministry of Finance continues to lead among ministries and sectors in digital transformation (DTI). Notably, the tax, customs, and treasury sectors have always been pioneers in digital transformation with impressive results.

The tax sector has implemented an electronic tax service system (e-Tax) for 99% of enterprises that use electronic tax declaration, tax payment, and tax refund. The sector has also deployed an electronic invoice system (e-invoice) nationwide, connected and exchanged information with ministries/sectors, external units, and organizations in order to socialize tax services by electronic means... The comprehensive digitization of tax administration has been achieved significantly reducing tax administrative procedures.

In order to create favorable conditions for enterprises, the General Department of Customs has promoted the provision of online public services. Up to now, the number of online public services (level 4) of the General Department of Customs has reached 72%; the number of partially online public services has reached 28%.

In 2022, the State Treasury system will continue to promote digital transformation in professional activities and internal management; Continue to maintain providing 100% of procedures through the level 4 online public service system; 100% of the compulsory units have participated in online public services (about 97,000 units); transactions with the State Treasury get 24/7, the number of monthly state budget expenditure vouchers is over 99%, the average daily transaction volume is from 100,000 to 150,000 transactions.

The application of the Online Public Service System has helped budget units save time and travel costs, especially in mountainous, remote, and difficult areas. The online public service system also clearly shows its effectiveness, especially during the complicated development of the Covid-19 epidemic.
