In order to further improve service quality to people and businesses, the Ministry of Finance has focused on promoting administrative procedure reform in the areas having direct impact on people and business community such as taxation, customs and treasury. At the same time, the Ministry of Finance is gradually moving towards the formation of a digital financial ecosystem, targeting that all working direction, administration, deployment and provision of services to people and businesses to be done entirely on digital environment.
Eliminating 130 administrative procedures
Over the years, following the leadership and direction of the Party, National Assembly, Government, Prime Minister, the Ministry of Finance has implemented many synchronous solutions to promote administrative procedure reform, modernize the method of direction and administration. In addition to efforts to reform and perfect institutions, the Ministry of Finance has actively and drastically implemented the policy of building e-government towards digital government and digital economy, gradually taken IT application as an effective tool in the management and administration of the state budget.
As a result, in 2022, the Ministry of Finance has cut 130 administrative procedures, simplified 161 administrative procedures; Up to now, the Ministry of Finance has a total of 801 administrative procedures in valid, 100% of the administrative procedures have been provided as online public services. Of which, the Ministry of Finance has implemented 356 whole online public services and 437 partial online public services; completed connection and integration of 296 online public services on the national service portal; maintained stably and effectively operation of One-stop shop system, built the Ministry of Finance's one-stop information system, implemented the digitization of records and administrative procedures settlement results at the One-Stop department.
According to the Ministry of Finance, electronic tax declaration, payment, refund and e-invoice services have been implemented at 63/63 local taxation departments and 100% of sub-departments. Up to now, 99.94% of enterprises have used e-tax declaration services; 99.11% of enterprises registered to use e-tax payment service; 99% of enterprises participate in e-tax refund.
In addition, the Ministry of Finance has deployed the Portal for Foreign Providers and officially put the electronic tax application on mobile devices (eTax Mobile) into operation from 21st March 2022. Although it has been implemented for less than a year, there are now 44 foreign providers making tax declarations through the Portal with collected tax amount up to VND 3,444 billion.
The Ministry of Finance has coordinated with ministries and branches to complete the implementation of administrative procedures on the National Single Window in 2022, currently, the National Single Window has connected with 13 ministries and sectors, providing 249 administrative procedures for over 55 thousand participating enterprises; has implemented the exchange of electronic version of Certificate of Origin form D (e-C/O form D) with 09 ASEAN countries; successfully implemented Vietnam Automated System for Seaport Customs Management (VASSCM) at 33/35 customs departments of provinces and cities.
The State Treasury's online public service system operates stably and smoothly, serving 100% of units subject to compulsory participation; state budget expenditures transactions done on TABMIS reached 99% total of expenditures transactions nationwide; 100% of administrative procedures are integrated on the National Public Service Portal.
These results have contributed to improving the capacity and operational efficiency of the Finance sector, bringing benefits to people and businesses, having been highly appreciated by the Government, Prime Minister, business community and whole society, shown as evaluation results of the Public Administrative Reform - PAR Index, specifically, the Ministry of Finance ranked 2nd out of 17 ministries and ministerial-level agencies in 8 consecutive years (from 2014 to 202
In the coming time, the Ministry of Finance will continue to promote the above-mentioned achievements; at the same time, focus on implementing and promoting administrative procedure reform, digital transformation, ensuring requirements and quality throughout the financial industry to further facilitate the improvement of service quality for people and businesses, especially for areas that have a direct impact on the business community and people such as taxation, customs, treasury.
Providing 100% of administrative procedures in the form of 4th level online public services
According to the Ministry of Finance, in the Digital Transformation Plan of the Ministry of Finance to 2025, with a vision to 2030, the Ministry of Finance has given specific directional visions for digital finance development, that is, transforming the way of serving people and businesses in line with the Government's digital transformation roadmap, reducing costs, increasing the productivity of enterprises, creating facilitation, bringing satisfaction to people, helping people and businesses participate more and more in activities of the Ministry of Finance to jointly create values, benefits, satisfaction, trust and social consensus; transforming the way of organizing, operating and working effectively in digital environment for civil servants and public employees can best perform their duties. In addition, MOF strives to achieve the goal of forming a comprehensive, complete, rich and modern digital financial ecosystem in all fields, in which digital data is synchronized, connected, shared and used in many branches, fields; the processes and work are deployed and implemented completely in digital environment, taking positive effects to administrative reform according to the Government's roadmap, saving time and costs in administrative activities of state agencies as well as activities of people and businesses. All visions and orientations of the Ministry of Finance are consistent with the Government's overall vision, direction and roadmap.
In particular, from now to 2023, the Ministry of Finance strives to complete a number of important tasks set by the Government.
Specifically, for activities serving people and businesses, the Ministry of Finance has set a number of important goals such as: 100% of administrative procedures qualified as requirements of laws are provided in the form of 4th level online public services; 100% online public services is designed and redesigned to optimize the user experience, pre-filled with maximum information and data that the user has previously provided under the agreement or collected or shared in accordance with quality standards; 100% of transactions on the Ministry of Finance's Public Service Portal and Electronic one-stop information system are authenticated electronically, except for services requiring mandatory presence as prescribed by law; At least 90% of people and businesses are satisfied with the handling of administrative procedures by the Ministry of Finance...
With regard to core business activities: Some basic areas such as budget, taxation, customs, treasury, securities, price management will be applied artificial intelligence and intelligent analysis to optimize management operations, as well as providing services to people and businesses.
With regard to activities to optimize the operation of the Ministry of Finance, a number of important goals have been achieved such as: The Ministry of Finance provides 24/7 service, ready to serve online upon people, businesses’ need; 100% of cadres, civil servants and public employees of the Finance sector are assigned a digital identification number in handling works according to the Government's general roadmap on identification and electronic authentication; 100% of the necessary applications of the Finance sector are used and stored on the cloud computing platform; 100% of information technology applications and services connected to the internet have IPV6; 100% of internal direction, administration and management is carried out on the basis of overall and unified governance; 100% of documents exchanged between units under the Ministry of Finance and between the Ministry of Finance and other state agencies are carried out in electronic form, digitally signed by specialized digital signatures, except confidential documents as prescribed by law; 90% of working records at the Ministry of Finance are processed in the network environment (except for working records under the scope of state secrets).
With the achievement of the above goals, the Ministry of Finance expects to gradually form a modern, rich and digital financial ecosystem in all fields. All working direction, operation, administration, implementing and service provision to people and enterprises is done entirely in digital environment.
