Over the past 20 years, along with the development of the country, the Customs sector has promoted reform and modernization, in which the application of information technology (IT) is considered the driving force and the key for the sector’s reform, development and modernization. Up to now, the General Department of Customs has completed the goal of building E-customs with 5E (E-Declaration; E-Payment; E-C/O; E-Permit and E-Manifest); building a centralized IT system at the general department level to serve the state management of customs, operate stably, smoothly, cover and support most of the key areas of customs administration.

According to the General Department of Customs from now to 2025, the General Department is concentrating whole resources to complete the overall redesign of the IT system to meet requirements on digital customs operations, in which, overall reviewing current professional processes, building processes to ensure interoperability, continuity to meet customs management requirements from the beginning to the end, in accordance with international standards and practices and at the same time creating conditions for strong application of IT and technologies of the industrial revolution 4.0. Based on the results of the overall redesign of professional process, in the period of 2021-2025, the General Department of Customs shall build an IT system to meet requirements on digitization of professional processes.

In order to carry out digital transformation in the implementation of the National Single Window and the ASEAN Single Window, the General Department of Customs continues to coordinate with ministries and branches to organize the implementation of the following contents: Carrying out 100% administrative procedures in the field of specialized licensing and inspection for exported, imported and transited goods through the National Single Window; Formulating a Government Decree on information connection and sharing between government agencies and related parties through the National Single Window in the field of import, export and transit of goods; Building and deploying a centralized IT system and implementing the National Single Window and the ASEAN Single Window.

In order to develop national customs database building project, in the coming time, the General Department of Customs will coordinate with experts of the Trade Facilitation project for support on project survey and proposals preparation. Along with implementation of three key tasks mentioned above, in the near future, the General Department of Customs shall carry out other relevant key tasks such as: Digital transformation in personnel management, internal accounting; development of foundation systems to meet requirements on centralized internal information and data connection and sharing; digital transformation serving for import-export enterprises; building service platform to deploy e-customs and perfecting online public services platform.

The General Department of Customs will continue to promote the research and application of industrial revolution 4.0 technology in customs state management such as artificial intelligence (AI) in goods scanning, internet connection (internet of things) in customs supervision, big data analysis (Big Data) in import-export enterprises management.

In the Customs Development Strategy to 2030 approved by the Prime Minister in Decision No. 628/QD-TTg dated May 20, 2022, the General Department of Customs has defined the target to basically complete digital customs by 2025. In addition, the Customs Development Strategy also sets general goal to 2030 as Building Vietnam Customs of formality, modernization, at same level with the customs of developed countries in the world, leading in implementing digital government, with digital customs and smart customs. At the same time, the Strategy specifies requirements and perspective of customs development that taking reform and modernization as the basis, modernizing the customs management model as the focus, accelerating the implementation of digital transformation in the Customs sector as foundation for customs development in the new period.

Due to the international trend, the inevitability in the modernization cycle, and at the same time implementing the policies and guidelines of the Party, the Government and leaders at all levels on promoting digitalization, digital transformation and technology application of the industrial revolution 4.0, the General Department of Customs has developed and issued the Customs digital transformation plan by 2025, with orientation to 2030 at the Decision No. 707/QD-TCHQ dated May 4, 2022, in which, the General Department of Customs shall complete digital Customs by 2025.

Thus, it can be said that digital transformation in state management of customs plays an fundamental role in the process of customs modernization, being objective and irreversible requirement, key and important basis to realize the target of completing digital customs by 2025 and the goals set out in the Customs Development Strategy to 2030.

Specifically, with regard to completing digital Customs by 2025: 100% of customs procedures will be digitized and carried out electronically; 95% of customs dossiers are converted to digital data; 100% of dossiers on organizations and individuals relating to export and import activities, people and means of transport on exit, entry or in transit, exported, imported and transited goods are managed in digital data form; 100% of basic customs control records are converted to electronic data, moving towards digitization; 100% of administrative procedures with high using demand are provided as 4th level online public services for citizens and businesses and available for access on various devices; 80% of customs inspection activities are carried out through digital environment and information technology system of the General Department of Customs; 100% of administrative procedures in the field of specialized licensing, inspection for export, import and transit goods are carried out through the National Single Window...; For internal administration: 90% of working records at the General Department of Customs are processed in network environment (except for working records subject to state secrets); 100% reports are done on the system; 100% of the directing, operating and internal governance activities of state agencies are carried out on overall and unified governance platform; 100% of records are created, archived and shared electronically according to current regulations; 100% of cadres, civil servants and public employees are trained, fostered and popularized on basic digital skills...

For orientation to complete smart Customs by 2030: 100% of basic customs documents will be converted to electronic data, towards digitization; 100% of key international ports and border gates are deployed with automatic cargo monitoring management systems, equipped with cargo and baggage screening systems, camera monitoring systems and supporting equipments for customs inspection and supervision; 100% of high-risk goods transported by containers are subject to customs supervision, monitored by modern technical means, and data is connected to a centralized processing center of the customs authority; 100% of road border gates deploy a system to receive and process pre-declared information about imported and exported goods before means of goods are transported across the border; 100% of priority enterprises, enterprises voluntarily complying with the law, export processing enterprises, enterprises performing outsourcing, manufacturing and exporting activities connect and share production management data with customs authorities; 100% of import-export enterprises incurring tax debts are automatically monitored and updated on the electronic system of the customs authority;100% of basic customs control professional records are digitized; the level of satisfaction of enterprises with customs administrative procedures handling reaches 95% or more for main indicators in the following contents: access to customs administrative procedures, implementation of customs procedures, the service of customs officers.
