That is affirmed by Mr. Nguyen Viet Ha, Deputy Director, Department of Financial Informatics and Statistics (DIFS) at the survey on the implementation of information technology (IT) application in finance and state budget at Finance Department of Ba Ria - Vung Tau province in January 2023.

According to Mr. Nguyen Thanh Trung, Deputy Director of the Finance Department of Ba Ria - Vung Tau province, in recent years, the Department keeps being one of the units leading in implementation of information technology applications as well as development of e-government and digital government in the province. The Department has issued the Plan No. 5878/KH-STC on November 25, 2022 on the implementation of digital transformation tasks; Plan No. 5897/KH-STC dated December 24, 2021 on state administrative reform in 2022. Regarding digitalization, the Department implements digitalization of administrative procedures under the Department’s competence according to Official Letter No. 4917/STC-VP dated October 13, 2022 of the Finance Department.

Regarding the situation of IT application deployment in finance and budget area, the Finance Department of of Ba Ria - Vung Tau province is currently deploying both locally developed application system and the Finance Ministry application system. The local application system includes: Document management system, Electronic one-stop system, Operating administration system, electronic portal and official e-mail system. These systems are basically completed, meeting the needs of users.

The application system of the Finance Ministry being deployed at the Finance Department of Ba Ria - Vung Tau province is including: Budget and Treasury Management System (TABMIS); Budget revenue and expenditure warehouse system; Finance Ministry's information exchange system: State budget management system; Budget reports management and exploitation system; Report information and system of ministries, branches and localities; State budget information disclosure portal system; State asset management system, Price management system; Budget related unit code granting system, Accounting program IMAS.

According to assessment made by Finance Department of Ba Ria - Vung Tau province, the TABMIS system has met the needs of financial agency's management, such as: Inputting and allocating estimates to budget-using units, project owners; Inputting funding allocations and advances by Payment Order for Party units, units without having regular relations with the budget; Exporting reports on budget revenue and expenditure... However, for management, financial agencies also need to look up and track details to each budget using unit, tax payer, each revenue and expenditure content. The system currently allows only the export of detailed reports according to the budget table of contents (Chapters, categories, clauses, sections, subsections), unable to meet requirements on searching and mastering detailed information on each revenue and expenditure content. Specifically, financial agencies use the collection information exchange system to export revenues details. In addition, financial agencies must have perform tasks of annual budget settlement, including state budget revenue and expenditure finalization, synthesizing state budget reports, synthesizing reports on budget revenue in localities, finalizing local budget expenditures, finalizing basic construction investment capital, finalizing targeted programs, etc according to forms specified at Decree No. 31/2017/ND-CP dated 23/03/2017, Circular No. 342/2016/TT-BTC dated 30/12/2016. However, such forms are not available on the TABMIS system, thus, financial agencies must use state budget revenue and expenditure warehouses system for exporting budget settlement data.

Although state budget warehouses system has been deployed to support local financial agencies in exploiting data, however, provincial financial agencies still face some difficulties during implementation process, such as, data is updated on the system later than those on TABMIS, so in order to ensure accuracy at the time of reporting, it is still necessary to use the data exported from TABMIS system. In addition, budget warehouse system does not allow exports of budget revenue and expenditure data reports.

In order to unify the synchronous implementation of information technology application in financial sector, representative from Finance Department of of Ba Ria - Vung Tau province made a number of proposals to the Department of Financial Informatics and Statistics.

Accordingly, for IT application system in the field of finance and budget: it is proposed to integrate into one application to facilitate information processing; allow to search reports on advance state budget estimates of capital construction investment projects by each investor; allow to search reports on disbursement of public investment capital, which are still not allowed to separate report on disbursement data as per extended capital plan, annual capital plan, payment from carried-forward advance from previous year's; build system of budget settlement report forms on the TABMIS system.

For the national database on public assets: the Ministry of Finance currently only grants accounts to 1st level budget estimating units in the province, not yet to 2nd budget level estimating units onwards for updating data. Therefore, public asset data of subordinate units will be updated by 1st level budget estimate units, creating huge work load for 1st level budget estimate units. Therefore, it is proposed to allow decentralization of accounts to update data to reduce work load for 1st level budget estimate units.

For the national database of prices: a number of data fields such as the price list for calculating natural resources tax, the price list for calculating house registration fee, the price list for collection and transportation of domestic waste, etc…to be updated into the National Price Database must be inputted as per specified excel file format. Therefore, it is proposed to allow updating data by pdf file to facilitate data updating.

Mr. Nguyen Viet Ha, Deputy Director, Department of Financial Informatics and Statistics has noted the recommendations from Finance Department of Ba Ria – Vung Tau Province, and given out a number of supporting solutions. Accordingly, the Center for Technological Transfer and Technical Support, Department of Financial Informatics and Statistics has deployed budget finalization programs, which includes budget reports managing and exploiting, budget finalization consolidation to support intermediate level estimation units (level 1, level 2, etc.) and financial agencies at all levels in consolidation of financial statements and final settlement reports for entire sector and locality. The programs are built on cloud computing technology with data being centralized at the Ministry of Finance. The Budget report management and exploitation program synchronizes electronic data automatically from TABMIS system in accordance with provisions of the Circular No. 123/2014/TT-BTC dated August 27, 2014 on guiding the organization, operation and exploitation of T system and the Decision No. 04/QD-BTC dated January 4, 2012 on promulgating Regulations on granting, managing and using login accounts of TABMIS system. At the same time, the program can update detailed data from the revenue and expenditure information system (TCS) according to provisions of the Decision No. 130/QD-BTC dated February 3, 2020 promulgating regulations on management, operation and exploitation of digital data connecting and sharing system of the Finance sector. In particular, after surveying the needs of users, the program has been updated with function of importing approved estimates documents of financial agencies. The program fully meet management requirements of using units (in term of forms, contents, …) with 92 forms of compliance reports, 72 forms of general state budget finalization reports, and 59 forms of expenditure finalization reports.

In addition, the Department of Financial Informatics and Statistics continues upgrading and deploying a number of application programs to serve professional activities such as Accounting program, State assets management program, Price management program…

“In the coming time, the Department of Financial Informatics and Statistics will continue to work closely with Finance Department of Ba Ria - Vung Tau province to focus on deploying IT applications to improve efficiency of professional work as well as management and administration at the Department.” – Mr. Nguyen Viet Ha affirmed.
