From March 22-24, 2023, the Department of Informatics and Financial Statistics cooperated with the Department of Finance of Ho Chi Minh City and organized training classes to support urban government accounting software and encourage more than 400 accounting staff in wards and general staff in districts to use urban government accounting software to ensure compliance with current regulations when converting to the new model.

Comply with the provisions of Resolution No. 131/2020/QH14 on the organization of urban government in Ho Chi Minh City; Decree No. 33/2021/ND-CP detailing and implementing measures to Resolution No. 131/2020/QH14 of the National Assembly on the organization of urban government in Ho Chi Minh City, from July 1, 2021, the local government in the district's ward is no longer at a budget level as before, but the ward People's Committee is the estimating unit of the city budget.

On January 19, 2023, the Ministry of Finance issued Official Letter No. 778/BTC-QLKT on guiding and correcting accounting work when implementing urban government.

To meet the requirements of the units, the IMAS accounting software built and developed by the Department of Informatics and Financial Statistics (Ministry of Finance) has been edited and updated to meet the urban government model. For units that are using accounting and budgeting software for communes (IMAS) in Ho Chi Minh City and who wish to convert to the urban government model, they will not need to install the new software and will be supported in converting right on the software they are already using, ensuring the integrity and independence of accounting data.

According to the evaluation of the units, now IMAS accounting software has met the urban government model being applied in Ho Chi Minh City.

However, according to Mr. Trinh Minh Nhan, Head of the Department of Informatics - Statistics and Debt Management, Department of Finance of Ho Chi Minh city, with the organizational model of urban government, some units are still confused in organizing accounting work, identifying accounting units, reporting units, and synthesizing data for making financial statements to provide information for the State Treasury to prepare state financial statements.

For the purpose of computerizing almost all accounting operations from the initial processing of documents to the stages of making detailed accounting books, cards, and general reports, in addition to IMAS accounting software, the Department of Informatics and Financial Statistics (Ministry of Finance) has built and deployed software for generalization and settlement for the Departments of Finance - Planning as well as administrative and non-business units in Ho Chi Minh City from 2020 fully meets Circular No. 137/2017/TT-BTC dated December 25, 2017, as well as the provisions of Circular No. 99/2018/TT-BTC dated November 1, 2018, of The Ministry of Finance. Up to now, according to the evaluation, the software has operated stably.

Therefore, right after the training session, in order to provide timely support to the accounting staff in the wards and general staff in the districts, to ensure compliance with current regulations when converting to the new model. Under the new model, the Department of Informatics and Financial Statistics has aggregated information and provided accounts using the settlement software for units in the area as well as develop a plan to support the 2022 settlement work for units.
