The Department of Informatics and Financial Statistics (Ministry of Finance) has just issued Decision No. 41/QD-THTK dated March 31, 2023, promulgating a program of thrift practice and anti-wastefulness in 2023. This decision takes effect from the date of signing and implementation in 2023.
Accordingly, the goal of the program is to improve the effectiveness of thrift practices and anti-wastefulness in the agency, ensuring the objectives, requirements, and tasks set out in the program of thrift practices and anti-wastefulness in 2023 by the Ministry of Finance. Strengthening the leadership and direction of the department's leaders, Party committees at all levels, and heads of units under the department in promoting thrift practices and anti-wastefulness to continue to prevent, fight against, and gradually reverse waste. Raising the sense of responsibility of the heads of units under the department and the civil servants and public employees in the units under the department in the field of thrift practices and fighting against waste. Bringing the work of thrift practices and anti-wastefulness into focus is a central and regular task in the implementation of the political and professional tasks of the units under the Department.
According to the DFIS, the department's goals and targets for thrift practices and anti-wastefulness to strive for are not lower than the goals and targets specified in the 2023 Program of the Ministry of Finance. Adhering to the requirements, tasks, targets, and solutions in the program of thrift practices and anti-wastefulness in 2023 of the MOF and the provisions of the Government's master program on thrift practices and anti-wastefulness in 2023, promulgated by the Prime Minister. Strictly implementing the provisions of the Law on Management and Use of Public Assets and regulatory documents, contributing to strict management, thrifty use, effective exploitation of public assets, prevention and control of losses, waste, and corruption, promoting resources to build strong enough resources to meet management requirements in the new situation.
Strengthening the application of information technology and administrative reform in management activities at the units under the Department in association with the goals of implementing national digital transformation, contributing to the building of e-government interoperability. Thoroughly grasping the principles of publicity and transparency, thoroughly requesting savings, and fighting against waste in the performance of tasks, schemes, and projects. The duty of thrift practices and anti-wastefulness must be conducted regularly and continuously at all times and places with the participation of all civil servants and public employees of the Department.
In 2023, thrift practices and anti-wastefulness will be implemented in all fields according to the provisions of the law on thrift practices and anti-wastefulness, focusing on the following areas: Continue to promote strict and thrifty management of state budget expenditures to reduce the proportion of recurrent expenditures, increase the proportion of development investment expenditures, and contribute to the restructuring of state budget expenditures. Strictly implementing financial-state budget discipline, and increasing publicity and transparency in the use of the state budget, especially in areas prone to loss and waste. Continuing to thoroughly cut down on non-urgent expenditure tasks, such as delegations out, delegations in, celebrations, seminars, and conferences... Saving in management, using funding for scientific research, do not propose scientific research topics with duplicate and unfeasible contents.
To drastically renovate the organization and management system, and improve the quality and performance of public non-business units in the spirit of Resolution No. 19-NQ/TW dated October 25, 2017, of the 6th Conference The 12th Party Central Committee on continuing to renovate the organization and management system, improving the quality and performance of public non-business units. Deploying the assignment of comprehensive autonomy to public non-business units in accordance with the provisions of Decree No. 60/2021/ND-CP dated June 21, 2021, of the government on the financial autonomy mechanism of the public non-business units.
