The Ministry of Finance will continue to implement digital transformation task of the Finance sector according to the Decision No. 1484/QD-BTC dated July 27, 2022 on the Ministry of Finance's digital transformation plan to 2025, orientation to 2030, focusing on five pillars: data development, platform development, service application development, digital infrastructure development, and information security assurance.

Promoting online public service provision
On February 23, 2023, the Ministry of Finance issued Official Letter No. 1706/BTC-THTK to the Ministry of Information and Communications regarding consultation on the draft working plan of the National Committee on Digital Transformation in 2023. Accordingly, after the National Committee for Digital Transformation issues the plan, the Ministry of Finance will closely follow the assigned tasks to implement at the Ministry’s agencies and units effectively in 2023.
On January 13, 2023, the Ministry of Finance issued Official Letter No. 420/BTC-THTK on consultation on the draft Directive of the Prime Minister on development of data serving for socio-economics, and national digital transformation.
The Ministry of Finance will continue to ensure stable operation of the Finance sector’s digital data sharing system, the electronic documents connecting axis to serve for e-finance, towards digital finance.
At the same time, the Ministry of Finance has successfully piloted the transition from IPv4 to IPv6 for Finance Ministry Portal. Based on results of the pilot implementation, the Ministry of Finance is currently developing a plan and specific roadmap for transition from IPv4 to IPv6 for all Finance Ministry’s applications. The document management and administration program (eDocTC) serving the administration and handling of electronic documents in network environment applies digital signatures at all levels from January 1. 2022. The program is implemented for all officers and employees of the ministry’s headquarters units (25 units) and 04 non-business units under the ministry.
Currently, entire computerization process of document handling on eDocTC program complies with the Decision No. 258/QD-BTC dated February 26, 2020 of the Ministry of Finance promulgating the process of receipt, handling, issuance and management of electronic documents through the document management and administration program of the Finance Ministry.
The Ministry of Finance continues to build a platform for exchanging and integrating common shared data of the Finance sector, deploying e-finance towards digital finance according to the schedule issued under the Decision No. 2841/QD-BTC dated December 29th/ 2022; has deployed cloud computing technology fully meeting technical specifications as prescribed, ready to connect to the Government cloud computing.
The Ministry of Finance has determined that promoting online public service provision is a top priority in the process of building e-Government, digital government, to create favorable conditions and further reduce costs for people and businesses to promote socio-economic development. Administrative procedures within the scope of settlement of the Ministry of Finance have been provided as online public services. As of March 15, 2023, the Ministry of Finance has deployed 792 online public services, including 433 partial and 359 full services. The Ministry of Finance has integrated 296 online public services on the National Public Service Portal, of which: 97 services of General Department of Taxation, 98 of General Department of Customs, 9 services of State Treasury, 36 services of State Securities Commission and 56 of the Office of Ministry of Finance.
In addition, the Ministry of Finance has implemented pilot report information system connecting to the Government report information system from 2020, so far, the pilot information system has been built with 93 periodical report regimes implemented by the Ministry of Finance, developed and provided 15 macroeconomic indicators as according to the Prime Minister's Decision No. 293/QD-TTg dated January 24, 2020 on the promulgation of a set of socio-economic indicators to serve the direction of the Government and the Prime Minister, a number of important daily operating indicators such as state budget revenue, securities, taxes, and customs… The system has served the management of the Finance Ministry leaders as well as providing complete data to the Government's information system, providing timely information for the direction and administration of the Government.
On December 22, 2022, the Ministry of Finance issued the Circular No. 75/2022/TT-BTC stipulating the rate, collection, payment and management of residence registration fees. The connection and sharing of data between the national database on population and the national database on finance: the financial database includes 12 specialized databases, of which 9 have been completed and deployed, 03 databases are in progress. The Ministry of Finance has issued Circular No. 79/2022/TT-BTC dated December 30, 2022 amending and supplementing a number of legal documents issued by the Ministry of Finance related to household registration books and temporary residence registration.
At the same time, the Ministry of Finance issued Official Letter No. 2261/BTC-VP dated March 13, 2023 to the Ministry of Justice on reporting the results of reviewing and implementing the Decision No. 06/QD-TTg. Currently, the Ministry of Finance continues to review legal documents related to the submission and presentation of paper household registration books, paper temporary residence books or papers certified by the locality of residence when implementing administrative procedures, providing public services in accordance with the Law on Residence and the Decree No. 104/ND-CP.
Covering e-tax declaration
According to the Ministry of Finance, e-tax for businesses has been implemented in 63/63 provinces and cities and 100% of tax departments. As of March 15, 2023, there were 886,580 businesses using e-tax declaration services, reaching the rate of 99.93%. The number of e-tax declaration dossiers received from January 1, 2023 to March 15, 2023 is 3,687,423 records.
The General Department of Taxation has coordinated with 55 commercial banks to deploy e-tax payment service nationwide and propagate and mobilize businesses to use the service. As of March 15, 2023, the number of businesses registering to use the service with taxation authorities is 879,069 out of a total of 887,164 operating businesses, reaching the rate of 99.09%.
The number of businesses completing service registration with banks is 873,699 out of a total 887,164 operating enterprises, reaching the rate of 98.84%. Businesses have paid taxes through 1,323,285 e-tax payment transactions with an amount of more than VND 288,653 billion.
From January 1, 2023 so far, the total number of enterprises participating in e-tax refund is 2,239 out of 2,249 enterprises proposing for tax refund, reaching the rate of 99%. The number of e-tax refund dossiers is 2,508 out of a total 2,518 dossiers, reaching 99%; the total number of e-tax refund dossier processed by the system is 2,188 with total refunded amount being more than VND 14,440 billion.
Up to now, 63 provinces and cities across the country have officially implemented e-invoice system, the number of e-invoices received and processed by taxation authorities reached more than 3,315 million. For the implementation of e-invoices generated from cash registers: as of March 15, 2023, there were 7,617 businesses and individuals registered to use e-invoices with tax authorities' codes generated from cash registers with the number of invoices thereof was 1,030,419 invoices.
On March 21, 2022, the General Department of Taxation officially put the e-tax application for mobile devices (eTax Mobile) into operation. The number of downloads and installations from eTax Mobile application is 287,212; number of transactions through commercial banks is 187,577 with a total amount of over 673 billion dong.
On March 21, 2022, the General Department of Taxation officially launched the Portal for foreign providers. Up to now, there have 49 foreign providers successfully registered and declared taxes on the application.
At the same time, on December 15, 2022, the General Department of Taxation opened an e-commerce information receiving portal, so far, the number of e-commerce trading floors sending data to taxation authorities is 287 (corresponding to 304 dossier submissions).
More than 55,000 businesses participating in the National Single Window
The Ministry of Finance has coordinated with ministries and branches to complete the implementation of administrative procedures on the National Single Window in 2022. Up to now, the National Single Window has 250 administrative procedures of 13 ministries and branches, connecting with more than 55,000 enterprises; the Single Window ASEAN continues to exchange information on electronic certificates of origin form D with all 9 ASEAN countries.
The Ministry of Finance continues to manage, supervise and ensure the operation of the VNACCS/VCIS automated clearance system and the centralized information technology systems of the Customs sector to be stable 24/7, smooth, safe and secured, serving the customs clearance of import and export goods effectively. The Ministry also successfully build and implement an automated customs management system at ports, warehouses and yards at 33/35 customs departments of provinces and cities, creating favorable conditions for enterprises operating at ports, warehouses and yards, reducing time and expenses for import and export enterprises, and enhancing the effectiveness of customs supervision.
100% administrative procedures of treasury sector being integrated into the National Public Service Portal
The Ministry of Finance (State Treasury) has actively modernized the management of state budget revenues and expenditures through the State Treasury towards simplicity, publicity and transparency in administrative process and procedures, advance in technology; ensure strict management of the state budget to build an e-treasury, towards digital treasury.
Currently, 100% of administrative procedures in the treasury sector have been integrated into the National Public Service Portal; the number of transactions of state budget expenditure documents on TABMIS reached 99% of expenditure documents nationwide; The State Treasury continues to improve the efficiency of remote monitoring of the reception and handling of administrative procedures documents in budget expenditure control through the State Treasury when the program on searching online public service data for inspection, examination and supervision has come into stable operation.
In addition, implementing non-cash payment project, on January 12, 2023, the Ministry of Finance issued Official Letter No. 380/BTC-KBNN directing all provincial state treasury on expansion of compulsory payments through accounts for person receiving salaries from the state budget.
At the same time, the Ministry continues to promote research and implementation of solutions to mobilize capital from government bonds according to the State Treasury Development Strategy to 2030 in order to diversify government bond products, meeting the needs of investors, forming Government bond benchmark, promoting Government bond market liquidity, increasing capital mobilization ability for the state budget and supporting government bonds market development, strengthening the investor base towards further improvement of proportion of long-term government bond investors.
Further perfecting legal institutions for building digital Finance Ministry
In the second quarter of 2023, the Ministry of Finance will continue reviewing and perfecting the institutions to serve for the construction and development of e-Government and digital Government, and implementing the overall architecture towards Digital Finance Ministry.
Building and deploying applications, information systems, common used data, and shared technology platforms for integration, communication, data exchange and sharing within the entire Finance sector, between the Ministry of Finance and external agencies.
Upgrading and completing the Public Service Portal and the Finance Ministry's electronic one-stop information system, ensuring smooth connection and data sharing with the National Public Service Portal; reviewing and evaluating administrative procedures under the Ministry’s management to meet requirements on building online public services network environment as specified at Decree No. 42/2022/ND-CP dated 24 June 2022 of the Government.
Innovating, perfecting and developing the taxation, customs, treasury, securities and reserve systems towards modernity, professionalism, effectiveness and efficiency on the basis of a synchronous legal system, applying information technology, facilitating lawful commercial activities, ensuring security and social safety and protect national interests; Continuing to improve the report information system of the Ministry of Finance; Connecting and integrating the ministry’s directing and operating information center in real time to the sector’s specialized information systems and databases.
