There are 235 administrative procedures in the General Department of Taxation at the moment. The General Department of Taxation launched 235 online public services as of November 2023. These services comprised 141 full-process public services, 5 partial public services, and 89 information provision services for individuals and organizations. The Ministry of Information and Communications has recognized the VAT declaration service for the deduction method for production and business operations as one of the outstanding public services.

The General Department of Taxation claims that the following advantages that come with offering public services to individuals and companies:

Simplify administrative procedures, reduce the need for travel and paperwork, and reduce the expense of hiring staff to complete tax declaration tasks. Using automated online programs to enter tax declaration information reduces the time and effort required and helps prevent errors when filling out forms manually.

Encourage individuals and companies to file taxes, irrespective of administrative borders. Establish a welcoming environment that will enable individuals and companies to quickly and easily access and complete tax administrative procedures. This will enable taxpayers to rapidly monitor changes in tax policy through channels of information exchange with tax authorities.

Reduce social and time costs by cutting down on travel expenses, tax record preparation and submission to appropriate authorities, error-correcting record editing, and costs associated with misinterpreting tax laws and regulations—all of which can be avoided because the functions are clearly and simply laid out for each type of service.

Encourage openness and transparency in the administration of taxes. Enables taxpayers to keep complete track of their tax declaration, payment, and information exchange history with tax authorities.

According to the General Department of Taxation, tax authorities are now categorizing public services into three categories: information provision services, partial public services, and full-process public services. This is done in accordance with the guidelines outlined in Circular No. 01/2023/TT-VPCP. Nonetheless, according to the General Department of Taxation, tax administrative operations are distinct and have special qualities like the quantity of subjects, periodicity, and so on. While some administrative processes result in tax obligations, others may not cost anything or require implementation expenses; etc.

Therefore, tax authorities face challenges when classifying information and must consult with other units. They also face challenges when implementing electronic solutions to certain administrative procedures that include a high volume of data.

The General Department of Taxation has long been at the forefront of information technology application and management modernization, helping improve management efficiency and transparency.

The General Department of Taxation developed and implemented a centralized IT application system that tax departments across the country may utilize and benefit from, and the results have been encouraging.

In order to improve administration, the General Department of Taxation will also run an electronic invoice management system and database analysis system based on big data analysis and artificial intelligence (AI). Managing taxes and invoices, as well as helping to maintain control and uncover fraud instances quickly.
