The Ministry of Finance is one of the agencies leading in administrative reform, digital transformation and e-government building, as well as in rearranging organizational structure for efficient and effective operation. In 2023, the Ministry keeps in top 3 ministries and ministerial-level agencies in term of administrative reform index for 9 consecutive years.

Reviewing, reducing and simplifying administrative procedures
The Ministry of Finance has implemented the Decision No. 2851/QD-BTC dated December 29, 2022 on Administrative Procedures Control Plan in 2023 to meet requirements of administrative procedure reform set forth at the Government Resolutions, the Prime Minister’s Decisions and Directives.
In 2023, the Ministry of Finance continues to strictly control administrative procedures within management scope in order to comprehensively reform administrative procedures associated with development of e-Government and digital transformation process to facilitate people and businesses, improve business environment and enhance national competition capability.
The Ministry of Finance conducts regular review and evaluation of administrative procedures to abolish administrative procedures which are no longer appropriate or amend them towards detailing, simplifying, increasing feasibility for individuals and organizations to implement. By December 25, 2023, the Ministry of Finance has conducted impact assessments on 86 administrative procedures in fields of public assets, taxation, accounting, auditing, price management, insurance, customs,...as in accordance with the provisions of Circular No. 03/2022/TT-BTP dated February 10, 2022 of the Ministry of Justice. Basing on the assessments, the ministry selects optimal options and solutions as promulgating new or amending and supplementing administrative procedures under the ministry’s management.
On the basis of legal documents regulating administrative procedures, from January 1, 2023 to December 25, 2023, the Ministry of Finance has reviewed and issued 13 Decisions announcing the abolition of 33 administrative procedures; amendment of, supplement to and replacement of 26 administrative procedures; disclosure of 03 new administrative procedures under the ministry’s management fields. The Ministry of Finance has fully and promptly disclosed and updated such administrative procedures to the National Public Service Portal, the Finance Ministry Portal and at agencies receiving and implementing administrative procedures as in accordance with current regulations.
By December 25, 2023, total number of valid administrative procedures under management of the Ministry of Finance is 774 administrative procedures, of which, 235 in taxation, 225 in customs, 11 in State Treasury, 7 in national reserve, 104 in securities and 192 in general finance.
Deploying one-stop mechanism in administrative procedures settlement
Implementing the Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on single-window and interconnected one-stop mechanism in resolving administrative procedures, in 2023, the Ministry of Finance continues to operate one-stop mechanism in receiving and returning results of administrative procedures at the ministry’s headquarters stably and efficiently. Accumulated from January 1, 2023 to December 25, 2023, the One-Stop Department of the Ministry of Finance has received 1,390 administrative procedure dossiers in 05 fields including insurance; accounting, auditing; information technology; price management; and financial banking.
At the same time, One-Stop Department of the Ministry of Finance has digitized records and results of administrative procedures under the Ministry’s management to form a data warehouse in the Ministry’s administrative procedure settlement information system, improving efficiency of public services provision and facilitation to administrative procedures implementation.
Reducing and simplifying regulations related to business activities
Implementing the Governmental Resolution No. 68/NQ-CP dated May 12, 2020, the Ministry of Finance has reviewed and updated data related to business activities to the Database System and Business Regulatory Consultation Portal of the Government Office. The Ministry of Finance has issued official document No. 13559/BTC-VP to request comments from relevant ministries and branches on the draft Decision approving the plan to reduce and simplify regulations related to business activities in 2023-2025 period of the Ministry of Finance. The Ministry of Finance is reviewing and finalizing the draft Decision prior to submitting to the Prime Minister.
The Ministry of Finance issued official document No. 6279/BTC-VP dated June 19, 2023 sent to the Ministry of Planning and Investment reporting on problems and inadequacies of legal regulations and enforcement affecting business activities of enterprises and official dispatch No. 9818/BTC-VP dated September 14, 2023 sent to the Ministry of Planning and Investment commenting on the draft report reviewing regulations on business conditions.
At the same time, the Ministry of Finance has sent written comments to the Ministry of Planning and Investment on the draft Governmental Resolution on major tasks and solutions to improve business environment in 2024 and the following years.
Simplifying administrative procedures among state administrative agencies
Implementing the Decision No. 2475/QD-BTC dated November 29, 2022 on the Plan to review and simplify administrative procedures under the Ministry of Finance’s management among state administrative agencies in 2022 - 2025 period, the Ministry Finance issued Official Document No. 951/BTC-VP dated February 3, 2023 guiding the Plan to review and simplify administrative procedures under the Ministry of Finance’s management in 2022-2025 period. On May 29, 2023, the Ministry of Finance issued Decision No. 1075/QD-BTC on announcing internal administrative procedures in the state administrative system within the Ministry of Finance’s state management functions, including: 76 internal administrative procedures among state administrative agencies and 24 internal administrative procedures within the Ministry of Finance.
At the same time, units under the Ministry of Finance have issued decisions to announce internal administrative procedures within the scope of management functions, specifically: the General Department of Taxation issued Decision No. 476/QD-TCT dated April 27, 2023 on publication of 10 internal administrative procedures in the state administrative system under the management of the General Department of Taxation; the State Treasury issued Decision No. 3851/QD-KBNN dated July 6, 2023 announcing 40 internal administrative procedures in the state administrative system under the management functions of the State Treasury; ...
To continue reviewing and approving plans to simplify internal administrative procedures of priority as in compliance with the Decision No. 1085/QD-TTg dated September 15, 2022 of the Prime Minister, the Ministry of Finance has reviewed internal administrative procedures of priority in state budget and public asset management fields and issued Official Dispatch No. 9031/BTC-VP dated August 23, 2023 inviting comments from the Working Group for implementing the plan to review and simplify internal administrative procedures for 2022-2025 period. On November 13, 2023, the Ministry of Finance submitted Proposal No. 245/TTr-BTC to the Prime Minister for approval of the plan to simplify internal administrative procedures of priority under the Ministry of Finance’s management. On November 24, 2023, the Government Office issued Notice No. 2896/PB-VPCP on completing documents to submit to the Prime Minister on the plan. As requested by the Government Office, the Ministry of Finance issued Official Dispatch No. 13105/BTC-VP dated November 28, 2023 inviting additional comments from the Ministry of Transport and the Ministry of Agriculture and Rural Development. The Ministry of Finance is currently reviewing and completing the draft plan to simplify internal administrative procedures of priority before submitting to the Prime Minister.
