In 2024, the General Department of Customs identifies many specific targets, including: Building a centralized information technology (IT) system; Smart integrating to ensure information system safety and security on digital platform, in accordance with e-Government architecture, digital government architecture and international standards; Building a system of modern infrastructure, machinery and equipment to meet requirements of State management on Customs in the new situation, implementing the National Single Window, ASEAN Single Window, and connecting with Vietnam's commercial partners.

In 2023, the General Department of Customs has further strengthened the application of 4.0 technology, digitization and digital transformation in state management agencies,... particularly made a great change in method of IT system construction and digital Customs implementation, from outsourcing IT services to investing IT projects.

The General Department of Customs has focused on promoting IT applications in state management on customs, toward building e-Government and digital customs, striving to complete assigned tasks, such as : Issuance of the General Department of Customs digital transformation plan in 2023; Submission to the Ministry of Finance for approval of the IT application plan in operation of the General Department of Customs, development of Digital Government and network information security in 2021-2025 period at the Decision No. 1135/QD-BTC dated June 6, 2023 of the Minister of Finance; Submission to the Ministry of Finance for issuance of the Decision No. 1957/QD-BTC dated September 15, 2023 on approving investment policy on IT systems building project for Digital Customs implementation to meet professional requirements in customs clearance; Issuance of decisions to consolidate Implementation Committee of IT systems building project for Digital Customs implementation to meet professional requirements in customs clearance and the Steering Committees, Supporting Team on digital transformation of the General Department of Customs.

The General Department of Customs has also strengthened the construction and deployment of IT application systems to effectively serve for people and businesses in import-export business activities, ensured continuous and stable operation of IT systems 24/7 and timely troubleshooting until availability of new system.

In 2023, the General Department of Customs has implemented key IT tasks and projects including: Decree on connecting and sharing information in the fields of export, import, and transit of goods; exit, entry, transit of people and means of transport according to the National Single Window Mechanism; Development of master plan on building and developing information technology system to serve for implementation of the National Single Window and ASEAN Single Window towards centralized processing and submission to the Government; Development and submission to the Government for approval of Action Plan to implement the National Single Window, promote logistics industry and facilitate trade in 2023-2026 period; Implementation of National database project on Customs; Deployment of technical tasks and contents under Project No. 1 of the IT system implementing Digital Customs...

According to the General Department of Customs, however, a number of difficulties occurred during implementation process, greatly affecting the projects implementation progress. These are large projects and tasks, with complex contents and wide scope of application, requiring the coordination with many ministries, branches and relevant units during implementation process, the settlement of many contents arising outside the original plan as well as taking a lot of time for coordinating, consulting and reaching consensus among relevant units.

The General Department of Customs continues to coordinate with the ASEAN Secretariat and the remaining ASEAN countries to officially exchange ASEAN Customs declarations according to ASEAN's plan, prepare relevant requirements to trial connect for exchange of phytosanitary certificates. In addition, ASEAN is also discussing to build solutions and a roadmap to connect and exchange electronic documents between ASEAN and partners such as Japan, China, and Korea.

In 2023, the General Department of Customs has periodically collected, processed, summarized and reported promptly, completely and accurately statistical reporting forms of imported and exported goods according to the national statistical reporting regime.

At the same time, the General Department of Customs has reported fully and promptly on the import and export situation of goods on a monthly basis to senior Party and State leaders, leaders of the Ministry of Finance and a number of related ministries and branches, serving for macro state management and specialized management; Handled more than 760 adhoc and specific needs for general and detailed statistical data for state management agencies at all levels inside and outside the Customs sector, including a sudden increase in the number of requests from Party inspection agencies at all levels and police agencies at all levels.

The General Department of Customs has promptly forecasted the import and export value of goods in 2023 and 2024 to serve for the assessment of implementation of 2023 budget collection and 2024 budget revenue estimates tasks of the Customs sector.

In 2023, the General Department of Customs has maintained 24/7/365 detecting, analyzing, preventing and handling risks that cause information insecurity for the Customs IT system at the General Data Center. Thanks to that, the Customs IT system operates safely and smoothly, without any cases of information insecurity or disruption of information systems due to attacks or system hijacking being recorded; The information security monitoring system of the General Department of Customs connects and shares monitoring information with the National Cyber Information Security Monitoring Center smoothly through the Ministry of Finance's monitoring system in accordance with current regulations.

In addition, the General Department of Customs has operated, managed and supervised the entire sector communications infrastructure system continuously 24x7 to serve for the Customs professional IT applications; managed the virtualized server system, storage system at the Data Center at the General Department of Customs, supported monitoring and operating server and storage systems at Customs departments nationwide 24x7; monitored and managed common IT equipments in the entire sector.

Currently, the General Department of Customs is implementing the project of "Building IT system to implement digital customs to meet professional requirements in customs clearance" in order to build and deploy an IT system serving for customs professional operations in customs clearance stage to replace the VNACCS/VCIS System.

According to the General Department of Customs, the system is expandable and integratable with current IT systems based on application of new technological achievements, in line with international standards and meeting smart information management requirements; towards comprehensive management of business, import, export and transit of goods; exit, entry and transit of means of transport from beginning to end.

The system shall meet the requirements of handling 22 professional problems, in professional fields such as: customs management supervision, import and export tax, risk management, reform and modernization, customs inspection with an expected number of system functions reaching about 2,500.

According to the Customs industry's Digital Transformation Plan to 2025, Vision to 2030, the Customs sector shall basically complete Digital Customs, focusing on overall redesign of the IT system to meet the requirements of customs operations towards Digital Customs as well as requirements on system information security. Specific targets by 2025 include: 100% of customs procedures will be digitized and carried out electronically; 95% of documents in customs records are converted to digital data (striving to reach 100% by 2030); 100% of records on organizations and individuals related to export and import activities; people and means of transport on exit, entry and transit; goods on export, import and transit are managed in the form of digital data.
