In 2023, the Ministry of Finance continues to effectively implement Resolution No.17/NQ-CP dated March 7, 2019, of the Government, Decision No. 749/QĐ-TTg dated June 3, 2020, of the Prime Minister, Decision No.1874/QĐ-BTC on the action plan of the Ministry of Finance to implement Decision No. 749/QD-TTg dated June 3, 2020, of the Prime Minister and Decision No.1484/QĐ-BTC dated July 27, 2022, on the Ministry of Finance's Digital Transformation Plan until 2025, orientation to 2030.

In 2023, the Ministry of Finance continues to perfect institutions to serve the construction and development of e-Government and Digital Government. Specifically, the Ministry of Finance continues to implement the digital transformation tasks of the Ministry of Finance in 2023 according to Decision No. 776/QĐ-BTC dated April 12, 2023, with the goal of focusing on directing and coordinating belonging units to and under the Ministry of Promoting Digital Transformation, developing digital Government and digital society, prioritizing resources to achieve important targets of the Government in general and the Ministry of Finance in particular.

The Ministry of Finance issued Decision No. 2433/QĐ-BTC dated November 9, 2023, on adjusting and supplementing a number of tasks in the Work Plan of the Digital Transformation Steering Committee of the Ministry of Finance in 2023, and Decision No.2434/QD-BTC dated November 9, 2023, on adjusting and supplementing a number of tasks in the Digital Transformation Plan of the Ministry of Finance in 2023.

The Ministry of Finance will issue a decision on approving the Project to innovate processes and operations in the Finance sector in accordance with the digital economic model.

In addition, in 2023, the Ministry of Finance will continue to operate to ensure the stable operation of the digital data sharing and connection system of the Finance industry, the electronic document connection axis of the Finance industry. The Ministry has also issued a plan to hire platform services to share and integrate shared data in the Finance industry to serve electronic finance towards digital finance.

From January 1, 2022, the Ministry of Finance has applied digital signatures on the Document Management and Administration Program (eDocTC program), serving the administration and operational processing of electronic documents on the Internet network. The program implements and applies to all officers and civil servants of the unit for units at the Ministry's headquarters (including 25 units) and 04 public service units under the Ministry.

In addition, the Ministry of Finance has deployed IPv4 to IPv6 conversion for the Ministry's electronic portal and public service applications on the Internet. The remaining applications are operating stably. In the coming period, the Ministry of Finance will gradually convert IPv4 to IPv6 for the Ministry's applications connecting to the internet.

At the same time, the Ministry of Finance has deployed cloud computing technology and fully met technical criteria according to regulations, ready to connect to Government cloud computing immediately after the Government deployed it, contributing to accelerating the digital transformation process of the Ministry of Finance according to the Government's policy and close direction of the Ministry of Finance's leaders, improve the efficiency of using the Ministry's information technology system as well as the work efficiency of the General Department of Taxation, General Department of Customs, State Treasury.

The Ministry of Finance has deployed a platform to connect and share digital data in the Finance industry to serve the sharing, sending, and receiving of digital data between units in the financial industry (especially revenue voucher data for 03 tax units - treasury - customs).

Currently, the Ministry of Finance is implementing and connecting the database of officials, civil servants, and public employees of the Ministry of Finance (officer management software) with the national database of officers and civil servants.

The Ministry of Finance has determined that promoting the provision of online public services is a top priority in the process of building e-government and digital government to create favorable conditions and further reduce costs for people and enterprises to promote socio-economic development. By December 25, 2023, 100% of administrative procedures under the jurisdiction of the Ministry of Finance and its affiliated units have been provided with online public services. The total number of online public services under the management of the Ministry of Finance is 774, including 367 full-process public services, 127 partial public services, and 280 information provision services for organizations and individuals. At the same time, the Ministry of Finance has completed connecting and integrating 284 online public services on the National Public Service Portal.

In addition, the Ministry of Finance issued Decision No. 1162/QĐ-BTC dated June 8, 2023, on the Action Plan to improve the quality and efficiency of online public service provision of the Ministry of Finance in 2023.

The Ministry of Finance has deployed a pilot information reporting system connected to the Government Reporting Information System since 2020. Currently, the Ministry of Finance is continuing to review and upgrade the reporting information system to the Ministry of Finance to ensure sharing and connection with the National Reporting Information System.

Implementing Decision No. 06/QĐ-TTg dated January 6, 2022, of the Prime Minister on the project "Developing applications of population data, identification, and electronic authentication to serve national digital transformation in the period of the period 2022 - 2025, vision to 2030", the Ministry of Finance has chaired and advised the Prime Minister to promulgate Directive No. 18/CT-TTg dated May 30, 2023, on promoting connection and data sharing to serve the development of e-commerce, prevent tax loss, and ensure monetary security. Entering 2024, the Ministry of Finance will continue to review and perfect institutions to serve the construction and development of e-Government and digital Government, and deploy the overall architecture towards a digital Ministry of Finance.

In addition, the Ministry of Finance will continue to restructure its information technology infrastructure, converting information technology infrastructure into digital infrastructure and applying cloud computing technology to serve connection and management of resources, and data of the Ministry of Finance in a safe, flexible, stable, and effective way.

Continue to upgrade and complete the information system for handling administrative procedures of the Ministry of Finance, specialized databases to meet the digitization of records, and results of handling administrative procedures.

Continue to innovate, perfect, and develop the tax, customs, treasury, securities, and reserve systems in a modern, professional, effective, and efficient manner.
