The National Cyber Security Surveillance Center (NCSC), which is a part of the Department of Information Security, reported that these electronic advertising boards were tampered with, resulting in the display of inappropriate content in various locations across the country.
The National Cyber Security Monitoring Center has identified several possible reasons for LED electronic boards having their contents changed. One reason is the use of old LED boards of unknown origin. These boards can be managed via wifi and often use default passwords that are easy to guess, such as 88888888, 11111111, 12345678, etc. Nowadays, several smartphone apps allow users to edit LED board content directly on their mobile devices. "Led Art" is the most popular app. Users simply need to connect to the board's wifi and access the app to edit the content. Moreover, people on social media platforms like TikTok and Facebook widely share how to change LED board content, and many follow, causing problems worldwide.
This issue can cause serious consequences if exploited to post and spread harmful content that distorts the Party's sovereignty, policies, and State policies and laws. To prevent and handle this situation, contributing to ensuring Vietnam's cyberspace safety, the Information Security Department recommends that LED board users take the following measures:
1. Review all managed LED boards to detect and remove inappropriate advertising content, take thorough handling measures, and prevent the situation from reoccurring.
2. Check and review the wifi password of the LED board in use, changing it to a more complex password that is difficult to guess (the password must consist of more than 8 characters, including letters, numbers, and special characters).
3. If possible, only use a wired connection to administer the LED board instead of wifi.
4. Strengthen supervision and prepare solutions when detecting signs of exploitation or cyber-attacks.
5. Regularly monitor warning channels of authorities and large information security organizations to promptly detect risks.
By following these measures, LED board users can contribute to prevent cyber-attacks and ensure the safety of Vietnam's cyberspace.

This is by official dispatch number 2082/CATTT-NCSC of the Department of Information Security. General Departments, businesses, and universities under the Ministry have reported that the LED electronic board systems at their units and those of the local vertical system have been inspected. Fortunately, none of them have detected any inappropriate, offensive, harmful, or distorted content. In some units, the LED electronic board system is connected by a signal cable or USB, and there is no internet or wire connection, nor any phone application to edit content. The remaining units have been checked to ensure that they have complex wifi passwords, are not using default passwords, and have arranged for staff to regularly monitor and check the content displayed on the LED electronic board. Additionally, the units have prepared handling plans when detecting signs of exploitation.
